Biography
Pascal Bronner has been an attorney at the Munich office of the commercial law firm ZIRNGIBL since June 2026. He advises on IT law, data law, and digitalization, with a particular focus on artificial intelligence. From 2022 to 2026, he worked as a research associate at the Chair of Law and Security at the Technical University of Munich (TUM). His research and teaching focused on data and data protection law, as well as legal issues relating to artificial intelligence, including in the healthcare sector. He recently submitted his doctoral dissertation on the regulation of AI in education.
Pascal Bronner studied law at the University of Konstanz and Ludwig Maximilian University of Munich, graduating in 2019. From 2019 to 2021, he completed his legal traineeship at the Higher Regional Court of Munich. As part of his traineeship, he worked at the European Commission's Directorate-General for Communications Networks, Content and Technology (DG CONNECT), including in its Digital Privacy Policy and Cybersecurity unit in Brussels.
In addition to working at the intersection of law and digitalization, he regularly publishes on digital law topics. He has contributed to several legal commentaries, including those on the General Data Protection Regulation (GDPR), the Cyber Resilience Act, and the forthcoming European Health Data Space (EHDS) Regulation, which addresses the use of health data. He has also published several articles on AI law and contributed to a number of expert legal opinions, particularly for public-sector clients.
